If people are threatened or intimidated in any manner then prosecute and jail the offenders. If they attempt to interfere with the civil rights of those who disagree and to attempt to keep them from voting then prosecute the offenders under federal law and jail them.
If you do this enough times it will stop.

I suspect with a nation of self-centered, selfish people w/o a moral compass the implications for the use of human elements to cure their afflictions will be unimaginable.

Another scenario a young girl is kidnapped and thrown into the trunk of her own car. She zips out her cell phone to call for help but can’t because the safe key that is in the ignition to save her life now won’t allow her cell phone to work. Oooops.
Perhaps she can convince the kidnapper to take the car out of drive mode so she can make that call.
